The exercise reflects growing closeness on strategic maritime interests between India and the United States and an increase in defence partnership. Its aim is to further improve interoperability and facilitate the conduct of joint multi‑domain operations, with special emphasis on planning and coordination of large‑scale humanitarian assistance and disaster relief campaigns.

Representatives from the Indian Navy’s maritime operations, various units of the Indian Army and Indian Air Force, and personnel from the special forces of all three services are participating. For the first time, a team from the National Disaster Response Force (NDRF) will also take part in the 5th edition of 'Tiger Triumph'.

The American joint force participating in the exercise includes experts from various branches of the U.S. Armed Forces, including the Air Force, Army, Marine Corps and Navy, as well as specialists in space, cyber, medical and bomb‑defusal matters.
