Dr. Jitendra Singh inaugurated the National Digital Life Certificate (DLC) 5.0 campaign, with roughly 4 million certificates prepared in the first five days; facial‑recognition adoption rose from 61% to about 80% during this period
Dr. Singh noted that about 2.5 million certificates were issued in the same period last year, marking a 60% increase this year. Of the total 19.2 million certificates, 11.7 million were generated through facial recognition, reflecting growing trust in digital technology among pensioners
Campaign purpose and methodology
Dr. Singh said the main goal of the campaign is to make daily life easier for senior citizens. Using facial‑recognition, pensioners can create digital certificates on a mobile phone without visiting a bank or office. The pension department, postal department, railways, defence, telecommunications, e‑IT Ministry and UIDAI, among other government agencies, collaborated in the campaign
Pensioners’ Welfare Department Secretary Ms. Nivedita Shukla Verma said around 3,000 locations were covered through camps and a door‑to‑door service was also provided, ensuring reach to elderly people with mobility or geographic constraints
Additional steps for digital empowerment
Dr. Singh mentioned pension‑related reforms, including pension courts, a grievance redressal mechanism via CPNGRAMS and simplification of rules. He said the government remains open to pensioners’ suggestions and will continue removing unnecessary procedural hurdles
