The workshop will run until 30 Oct 2026
Dr. Dilip Singh, Director (Central Statistics), MOSPI, formally opened the workshop
The programme was inaugurated by dignitaries with a lamp‑lighting ceremony. In the opening session of the three‑day workshop, Dr. Dilip Singh, Director (Central Statistics), MOSPI; Special Secretary, Kerala Government’s Planning and Economic Affairs Department, Shri Gokul G. R., IAS; Director, MOSPI, Shri Deepak Dhawan; Director, Kerala Department of Economics and Statistics, Shri Shailamma K.; and Additional Director, Kerala Department of Economics and Statistics, Shri V. K. Shrijan, among other distinguished guests, were present. About 60 participants from 16 states and union territories took part.
Director Shailamma K., Kerala Department of Economics and Statistics, welcomed dignitaries and participants. She thanked MOSPI for its support in organising the regional training programme and highlighted the importance of strengthening the technical capacity of state statistical offices to implement the revision of the base year of the Industrial Production Index effectively.
Director Deepak Dhawan, MOSPI, outlined the objectives and background of the workshop. He explained the importance of the State‑level Industrial Production Index in monitoring industrial performance and stressed that states should compile the index using the same methodology as the All‑India Industrial Production Index.
Special Secretary Gokul G. R., IAS, Planning and Economic Affairs Department, Kerala, chaired the opening session. In his address he emphasised that reliable official statistics are increasingly important for public debate on economic information shared via social media and for encouraging participation in financial and retail investment. He said that timely, reliable and scientific statistics are essential for evidence‑based policy decisions on public interest issues. He also stressed that the basket of goods used to prepare the Industrial Production Index must reflect changes in industry structure and production methods, that primary data collection quality be strengthened, measurement errors reduced, and that information supplied by reporting units accurately reflect industrial activity.
Dr. Dilip Singh, Director (Central Statistics), MOSPI, formally opened the workshop. In his opening address he stressed the need to update the revised State‑level Industrial Production Index series to align with the national methodology, citing 2022‑23 as the proposed new base year. He emphasised that the basket of goods must be updated to reflect changes in the industrial economy, improve availability and quality of data on industrial products and minerals, and strengthen systems for data collection and verification. He spoke about adopting National Industrial Classification (NIC) 2025, incorporating appropriate sectors such as gas supply, water supply, sewage and waste management, and adopting value‑based vision for diverse products. He urged states to strengthen their capacity for regular monthly compilation of the index and to ensure the revised series is reliable, timely and comparable.
The aim of changing the base year from 2011‑12 to 2022‑23 is to ensure the Industrial Production Index reflects the current industrial structure, diversity of manufactured goods and changing production patterns more accurately. The index is a key indicator for monitoring short‑term fluctuations in industrial output and aiding economic analysis and policy formulation.
The workshop’s objective is to provide state and union territory officials with practical and methodological guidance on the key steps of base‑year revision, covering basket selection, plant selection, grouping of items, weightage charts, data sources, and handling of items in the ‘Not Elsewhere Classified (NEC)’ category. The programme will review NIC 2025, propose revisions to the National Product Classification (NPC), discuss data exchange arrangements, and methods of substitution and re‑allocation.
